Didn't I have more on this? It's more than an indentured servitude kind of thing, it's a cultural more; the Tanatha have been so impoverished in the decline of their former empire that this is seen as a traditional way to get out. Like a rite of passage, almost. People who don't try to get out are either rebels who end up unable to get a job or work at home, or they find some kind of gimmick that lets them stay at home.
